The Public Health Department of the Mie Prefectural University of Medicinewas commissioned by Yokkaichi City to investigate the air and noise pollution, health hazards and other issues in the area. The results were used by the KurokawaTeam in their 1963 survey and recommendations made thereafter.
Numerous other initiatives were also undertaken by many people at schools and other locations in the region to identify the cause of pollution and help victims. These included the study and treatment of pollution victims by Shiohama Hospital and by local doctors and conducting of the TsuruTeam survey.
