Sawai Yoshiro had documented information regarding the environmental pollution at Yokkaichi for many years, and from around 1982 began activities to increase awareness of the pollution.
Beginning in 2000, one of the plaintiffs, Noda Yukikazu, and other people who had experienced the incident joined theon-the-ground observersgroup.
