While action was being urged to file a second lawsuit, theair pollution victims and local residents initiated a movement to demand compensation and a firm commitment from all companies in the petrochemical complex to prevent similar incidents in the future. Air pollution victims and surviving family members in Isozuarbitrated with six of the accusedcompanies and reached an agreement. TheKyohoku Association of Yokkaichi Air Pollution Victims held negotiations with the three companies in the Petrochemical Complex No. 2, seeking the "restoration of blue skies" and the prevention of environmental pollution.
